4Musics MP3 to AMR Converter is a music converter for Windows. It allows you to convert a few audio formats into the AMR format, which was designed to record spoken audio. The input formats supported are: MP3, WAV, WMA, OGG, AAC, AMR, M4A, MP2, RA, AC3, AIFF, FLAC, and MMF. Those are the most popular audio formats out there. The application can convert those file types into AMR_NB and AMR_WB. You can't change many of the conversion settings. In fact, the only option that you can change is the audio bit rate. You do this via a drop-down menu, which has a few values. If you select the VBR option (variable bit rate), there are some other settings you can modify.
4Musics MP3 to AMR Converter will keep the ID3 tag information of your source file, if it has any. If it doesn't, you can input it manually by adding a title, artists, album, year, etc.
I tested this app by converting an MP3 voice recording into the default AMR format. The process was quite fast and the resulting file played well on VLC. The quality of the file was identical to that of the MP3 file, but it was considerably smaller than the source file.
